Upon re-listening to it, we don't think it was so much that Jay Boss Rubin's testimony before City Council regarding the Little Italy proposal was in verse as it was that his delivery had the rhythms and cadences of verse.

Immediately following Rubin's testimony is the testimony of Tres Shannon and the other co-owner of Voodoo Doughnut, who (we now know, from watching the archived video) demonstrated in person how adding vision (read: eyes) to a Boston Creme is what produces a Portland Creme.
