'Communique' Files FOIA Request Regarding JTTF

Seeks Records On Use Of Portland Officers

Yesterday, we mailed off a Freedom of Information request (pdf) to the Federal Bureau of Investigation seeking access to and copies of records relevant to determining whether or not Portland police officers have ever been utilized by the Joint Terrorism Task Force in violation of Oregon law.

Readers here know that of late we've been questioning the comments of Special Agent In Charge Robert J. Jordan, who heads the local office of the FBI. Recently, he offered a hypothetical scenario in which the FBI would need the assistance of the Portland Police Bureau, and it's been our contention that his hypothetical describes a scenario in which Portland officers would be violating the law if they participated.

At issue with Jordan's hypothetical is ORS 181.850, which prohibits Oregon law enforcement from "detecting or apprehending persons whose only violation of law is that they are persons of foreign citizenship present in the United States in violation of federal immigration laws."

So the question, then, is whether or not Jordan's hypothetical in fact has ever occurred in reality, and therefore whether or not Portland police officers have ever been instructed by the FBI to engage in activities which violate ORS 181.850.

It is that question which our FOIA request seeks to answer.

According to the boilerplate inserted by the Reporter's Committee for Freedom of the Press' FOI letter generator, the FBI is required to respond to the request in some fashion within twenty business days of its receipt. Whatever that initial response, we will post an update here.

With several City Council members expressing skepticism about the JTTF, if not outright opposing renewal, the latest word out of the office of Mayor Potter is that there isn't even yet a sense of what part of the year will see the necessary hearing. Potter's chief of staff Nancy Hamilton simply added: "Stay tuned."

Our FOIA request comes two months after the ACLU of Oregon filed its own Freedom of Information Act request on a related matter, seeking "information on the actual FBI files of groups and individuals suspected of being targeted by the FBI for speaking out or practicing their faith."

That request by the ACLU of Oregon was part of that organization's continued pressure upon the City Council to resist renewing the Memorandum of Understanding governing Portlands participation in the local Joint Terrorism Task Force.

While we are on the subject of Robert Jordan and the JTTF, we should call attention to two items from today's papers. First, the Portland Tribune reports that the Mayor's office was slammed with phone calls from the national media in the wake of Jordan's irresponsible scare-tactics, which had appeared in an Associated Press article.

Second, The Oregonian reports that the president of the Bilal Mosque Association has asked Jordan to explain himself. Jordan, reportedly, will be addressing the very public concerns about his recent rhetoric by responding privately to Shahriar Ahmed rather than to all of us.

    This is Portland,Oregon, the most diverse city in America, (or whats left of America)we honar segments of people that come here in what now seems as droves.

    Each day going to work, my wife and I count the out of state plates we see going down Hawthorne into the city. There must be a reason people are moving here....weather, great food, sports teams, the tall Blazer guys that call themselfs a team, Nope! its the diversity of our fair city.

    We open our city too all, all colors, all faiths, (well not the "C word" ones) we welcome those that train for sports events and possibly train for other events as well...LIKE ANOTHER 911.

    You who toast the "D word" may end up asking,"why didnt we let guys like Jordan just do his job...then we wouldn't hire the Illegals to do jobs Americans will not, LIKE CLEANUP ALL THE BLOOD from the terror attacks from those that don't live here.

    Presuming that this copy of the MoU (doc) is correct, the last agreement terminated on September 30, 2004.

    Whether or not the City still has officers assigned to the JTTF, I don't know yet.

    I was just thinking, we have bigger fish to fry here in PDX.

    Lets have your editor cut all the BS ,and have a news conference that he wants this city to withdraw all support for the war on terror, and protest weekly at FBI local offices.

    Mikey Moore said there was no threat, that ought to be good enough.

    Promote a city wide day on Muslim pride day, like Vera did on "leather pride day", then we will have the deal" on diversity".

    The leader of this movement .Randy Leonard can march on the military recruiting offices and demand they not offend the local Muslims by just the sight of the uniforms they wear...better yet like Potter ,who rode with"MASS BIKERS" get closer to those that adhere to that type of protest, that would be the sign of a real elected offical showing "outreach".

    I suggest he burn a flag at the nearest Coast guard recruiting office.

    You guys can do alot more then just post here...we need more protests as the weather get's better, this city ,after all must uphold it's "reputation!"

    It isn't over yet, but today there was a resounding victory for freedom and democracy here in Baghdad. Having been here for a while now, many of us
    have grown weary of the hand-wringers, worriers, pessimists, whiners, and
    host of others who have been telling us for so long that all is lost in Iraq.
    Today we witnessed just how courageous the Iraqi people can be and how
    much they love their new-found freedom.

    After listening to the pundits tell us how terrible the Iraqi Security Forces are, today I watched the Iraqi Security Forces stand tall. They protected 1,188 polling sites in Baghdad. Although there were a number of suicide bombers
    who attacked today, not a single one penetrated the perimeter of a polling site. There were several Iraqi policemen, and several Iraqi soldiers who lost their
    lives today. But they did not lose their honor or their courage; none of the
    30,000 plus Iraqi Security Forces on duty in Baghdad ran away from danger today.

    At the site of our first suicide bombing of the day, voters did not lose their courage either. They quickly lined back up at the same site, spitting on the
    body of the suicide bomber as they passed by in line to vote. A woman
    came out of line and took the shoe of the bomber and put it on his face- a
    great insult to an Arab. The same was true at any polling site that had violence. Voters immediately lined up again to cast their vote.

    How many Americans value their privilege to vote enough to show that kind
    of courage?

    We have listened to many experts talk about how the Sunnis would not participate in the election. Polling sites in Abu Guyreb were moved to
    Gasaliya because the Iraqi Election Commission was concerned about
    security in Abu Guyrb. We watched thousands walk down the highway-
    Sunni Moslems-on the 7 mile round trip to the polling sites so they could vote.
    All under the threat that terrorists had been making that they would kill anyone who voted.

    How many Americans would do that?

    All over Baghdad the story was the same and I could tell a dozen stories of
    great courage and determination. Despite the enemy's campaign of terror,
    despite danger, threats, intimidation, and the sporadic incidents of violence
    and terror today, Iraqis turned out in determined, large numbers to vote. The excitement was moving. Even though the terrorists have said they will kill
    anyone with a "marked finger" (when you voted your finger was dipped in ink
    to keep people from voting a second time), voters paraded down the street holding their fingers up in joy and overwhelming pride.

    When I told one Iraqi I was sorry that people had died or been wounded
    today, he just said "freedom has a price, and this is the price that we must
    pay". And every Iraqi I talked to said thank you to the United States for this opportunity, for this freedom, and how grateful they were for our help.

    I am sure it will only be hours until you start hearing all the "experts", most
    of which have never been to Iraq, start trying to convince us that today was flawed, failed, or somehow less than a wonderful day and a blow for freedom. They are the same people who say we are failing here, that you couldn't do
    an election on the 30th of January, and on and on. It is true we haven't "won" here yet. It is not predetermined that we will win, and it will take continued sacrifice and determination on our part. Those who hate freedom and
    democracy will still fight, many to the death, to try to stop this march to
    freedom and prosperity by the Iraqis with our help. They are terrified of the thought of a free and democratic Iraq that leads this whole region to a
    democratic future.

    But despite this, I encourage you from here in Baghdad, for at least one day,
    to ignore the pundits and experts, to enjoy a day where a blow for freedom
    was struck. Know that somewhere in the world, because of the sacrifice of
    your friends, sons, daughters, brothers, sisters, and countrymen, good won
    over evil, freedom over terror, and democracy over despotism.

    Last June 30, Iraq was given their sovereignty. Today, they earned their freedom. And we should all be joyful for that.

    Just received this e-mail form our son in Iraq. Thought you might
    like a soldier's view of the Iraqi elections. He had called us earlier
    today and was extremely excited about this day. You could hear
    the excitement in his voice and the adrenaline was really flowing.
    He was working at the command center and said he gave his fellow Iraqi workers a case or two of non-alcohol beer and indicated they were really celebrating. The American people don't ever hear
    how much the average Iraqi appreciates the efforts of our soldiers. They (the Iraqis) do appreciate our help.

    Subject: Elections

    I am exhausted. The elections are winding up for the Iraqi's and now the work starts. There are some things you will not hear in the news that have really struck me. A bomber wearing a suicide vest tried to enter a polling station. He was stopped by the security check point and blew himself up. No one was injured
    but him. The people coming to vote stepped over his body and spit on it as they went in to vote.

    A van on thugs drove by and fired on a polling station. Hundreds of Iraq's stopped
    the van and pulled them into the street to kill them. A US patrol walked into the crowd and took the individuals out and took them to jail. They explained to the
    crowd at a democratic country does not revert to mob justice. The people backed down and got back in line to vote.

    The City of Abu Ghraib, yes the same place as the prison, did not have polling stations. Because of the ban on driving the people had to walk 20 kilometers
    round trip to vote. Some of them walked it without shoes!! They came by the thousands.

    The people walked through the streets waving their ink stained fingers at patrols
    and dancing and singing. They did this in the face of the insurgency, daring
    them to do something.

    A very old women, who had never voted in her life, said "Iraq has lived in darkness
    for 50 years, today we were given light."

    If you did not vote in our last election at home I hope you feel very small.

    And you dishonar these people and the soldiers there by not fighting terror here. Jack Peek

    Wow. Isn't that something? Iraq had nothing to do with 9/11, nor with terrorism in America, and after losing well over 1,000 soldiers, and having many thousands severely wounded, and over 100,000 Iraqi citizens killed as a result of the war, and after spending over 200 billion of our tax dollars on something that's going horribly, some people STILL insist upon supporting the war in Iraq, and acting as though it has something to do with fighting terrorism in America (apart from the fact that it's made millions of people mad at us who weren't before).

    I challenge any patriot who supports the soldiers to consider what supporting them truly means. I ask all patriots to consider the glowing praise from the American press and soldiers when an occupied Vietnam had an election. They hailed the 83% voter turnout for our sham elections in Vietnam, but things didn't get any better. Please, patriots, learn from history. Supporting the soldiers means bringing them home alive. It means not having them engage in wars that shouldn't be. It means electing officials who revere our Constitution and will not sacrifice our freedoms. It's ok to be afraid, but not when fear causes us hurt ourselves and others.

    The need to educate you "blues" as to what, when, why, and who this is all about goes on.

    The founding fathers never..ever, ever implied that the people that flew those planes on 911 should get a trial, a lawyer, and their day in court, that started when lib judges, an lib lawyers twisted, ripped, an misused the document that you people think is a "catch all" for all things and all people. It isn't, it should be amended, the founding fathers never thought that the people who came here for the freedooms they so desired would by themselfs take advantage of it,if not God forbide, use our own laws to kill us by breaking down our right to protect us since we learned the hard way, that a few thousand miles of ocean would no longer be a good "fence!"

    But as with another issue I have "ranted " about according to some of you that know me and that issue is rampantly rearming itself, that being the placement of really dangerous criminally insane grouphomes in neighborhoods at a alarming rate, this issue will be too.

    We as citizens can choose a path....defend the nation against a real threat, or ignore it and stupidly get your head cut off in one manner or another. There is a threat, it's real, it's not going away and I'd rather face it somewhere then here. Afraid??? you bet, an those who say there is not a threat, need to examine there mental state.

    Saudi Hate Literature at a Mosque Near You

    3 February 2005: In 1977, it is unlikely that many people ever heard of the booklet The Facts That the Muslim Must Know About Christianity and Missionary Activity. The booklet bore the seal of the Kingdom of Saudi Arabia on its cover and was issued by the General Presidency for the Directorate of Religious Research, Islamic Legal Rulings, Islamic Propagation and Guidance, which is a branch of the Saudi government. It was distributed in Mosques throughout the world, including and especially those in the U.S. and Canada. The booklet contained anti-western, anti-Jewish and anti-Christian references, noting that Christianity had been converted into "paganism, polytheism and fables," inciting the Muslim against the West and religions other than Islam.

    Fast forward 28 years and we find that the level of state-sponsored incitement has changed - for the worse. A recently released 89-page report by the Freedom House's Center for Religious Freedom exposes the exponential increase in the dissemination of hate propaganda in America by the government of Saudi Arabia. The report, "Saudi Publications on Hate Ideology Fill American Mosques," is based on a comprehensive study of over two hundred original documents collected from more than a dozen mosques within the United States. They all have one thing in common - they are either distributed, published or otherwise generated by the government of Saudi Arabia. An alleged ally with the United States in the war against terrorism is not only allowing the spread of the extremist ideology that incites hatred and violence, they are underwriting the effort. With 80% of the Mosques in the U.S. built or otherwise funded in some manner by Saudi Arabia, it should come as no surprise that this literature can be found inside the majority of mosques in the United States and Canada.

    What is so bad about these documents that promote Islam, and aren't such documents protected under our laws affording religious freedom? Quite simply, they preach hate and violence, or "jihad" against the west. In a foreword to the report, James Woolsey, chairman of the board of Freedom House, correctly asserts that documents that "advocate an ideology of hatred have no place in a nation founded on religious freedom and toleration."

    The offending documents actually state that it is a religious obligation for Muslims to hate Christians and Jews, and promote contempt for the United States because it is ruled by civil law rather than Wahhabi-style Islamic or Sharia law. It is unsettling that these documents advise Muslims living in the U.S. to "behave as if on a mission behind enemy lines." The documents instruct U.S. based Muslims that they must acquire knowledge and money to be ultimately used in the jihad against the infidels, or to witness their religion to the infidels until they convert to Islam. There is no other reason to live and work in the country of infidels and unless a Muslim leaves as quickly as possible, he is not a true Muslim and will be condemned.

    We obviously paid little attention to the Saudi sponsored, hate filled publications being spread throughout mosques in the U.S. in 1977 - and paid dearly for it. Now that we are older and wiser, we can no longer afford such youthful indiscretions.

    Here is an off topic post but it really shows how "off course" the whole town is.

    When you watch the evening news on any channel, the weather person(must be PC here) always says, "the temp in Frisco is 55, and in Seattle rain and fog."

    Know why that is ? Of course you don't!

    The city doesn't count for ...well you know!

    Besides the JTTF mess showing we would rather support Ossama's safety, it would also show as it did last night at the NOISE HEARING for PIR.

    This city wanted you to cough up millions for a stupid baseball team and then pretend it's a "big league city.

    Last night the city tossed a potential 20 million dollar punch to the economy by "offing" the offer of the "NATIONAL HOD ROD ASSOCIATION" to hold a regional race here. Then if that went well a national race here. Seattle may loose that race which is televised national and bringing millions to the local economy by bringing it here.

    The neighbors/critical massers/antibush/ anti AMERICANS' said NO more noise variances for 3 lousy days. Three days!

    So you watch, city hall will not do a thing about it and say, "back off!" We will bring you downtown an put you up in the Hilton for "three days" and not lose a chance to bring a real major league sporting event to this town.

    We deserve the treatment we get from national tv weather, terriost, and anybody that wants to call us "bush league" not major.

    Just a few of the reasons Portland is the 24th largest media market and sinking fast. through out the US Portland is considered the city of Libs and Queers. The only city in the US that elects thier officials through an at large system thereby assuring the poorer sections have no voice. This allows the city to strategically place half-way houses in economically depressed areas next to schools and play grounds because those folks are expendable. Portland is so blatantly commie its ridiculous. I haven't spent a dollor in portland in 10 years and won't I'll take it outside the city. I hope Portland continues on with thier "Progressive" movement. It will insure economic growth fro other cities in the region. Pro baseball yea right.

    Tthe first half of this isn't true, It took me about 2 minutes of research to find a city government that elects its council members all at-large, Kirkland, Washington. It just happens to be the first one I came across, I have no doubt there are others. It's true that the commission form of government is fast becoming extinct, that's a separate issue from whether or not your city legislative body is elected by district or at-large.

    My biggest concern with charter review is that we would go to district representation and find that it simply guarantees that the poorer sections of town are represented by someone with no influence and that we have freed up the rest of the council from having to care about what we think.

    In the past we've had little influence partly because we have no money, maybe the new election finance plan will help some with that. The other reason we've had little influence in my part of town is that we don't vote in as large a proportion as other, wealthier parts of town do.

    If we aren't willing to exercise the influence we could have, by getting off our butts and voting and organizing our neighbors to vote we will remain irrelevant and put upon forever and it might well get worse if we go to district representation. At least as it is, city council people all have to worry about the possibility that if they overdo treating us badly we might get annoyed enough about something to organize against them.
