(Updated) Janet Super Jackson?

One of the charming side benefits to having subscribed to every conceivable email update via the City of Portland website is that you get to see test items from City workers trying out the system for publishing information to the site.
Case in point: Email just came in with a link to this test page from the Office of Management and Finance, whose contents consist entirely of the following:
janet super�jackson meow meow meow meow meow
For what it's worth, we debated whether or not to post this item, since in some ways it may serve to artificially inflate our reader count, since it likely will show up as a hit for people searching the Web for pages related to a recent news story unrelated to Portland. But the argument for amusement wins out in the end.

In the time it took us to post this item, the mystery tester added some additional content. We won't spoil it for the reader, who should just click through.
